Arizona’s Children Association (AzCA) is one of the oldest and largest not-for-profit child welfare and behavioral health agencies in Arizona. For more than 100 years, AzCA has stayed true to our mission of "Protecting Children, Empowering Youth, Strengthening Families," serving more than 42,000 children, individuals and families in all 15 counties in the state each year. Our professionally trained, caring and dedicated staff provide a broad spectrum of services that help create and sustain a healthy family environment. Each of our programs are tailored to meet the needs of the particular child, individual or family. Our team members are able to expertly navigate between our behavioral health and child welfare programs to provide additional supports and resources to clients.  

 

 

AzCA is governed by a 22-member Board of Directors and has an annual operating budget of approximately $50 million. We have corporate locations in Phoenix and Tucson, with this position being in our Tucson location with the finance staff.

Executive Opportunity 

 

 

Arizona’s Children Association is seeking a Chief Financial Officer ("CFO") to join our executive leadership team. In this role, you will have the opportunity to assist our agency in making a measurable and lasting difference in the lives of children and families across the state of Arizona. As the CFO, you will be responsible for all fiscal areas and activities of the agency. Reporting directly to the President/CEO, you will work together as strategic partners to ensure consistent achievement of AzCA’s mission and financial objectives. This position provides leadership, advice, information, training, and assistance in the areas of fiscal and business management. The CFO will provide leadership to the agency in the areas of strategic planning and evaluation, improvement, and refinement of its fiscal management systems and overall financial plan The CFO will also serve as a liaison with investment counsel and bank management; insurance brokers and carriers; and the Investment, Finance and Audit Committees of the Board of Directors. The CFO provides oversight and guidance. This position oversees Accounting, Purchasing, Claims, Collections, Client Information Processing (Eligibility) and Payroll Departments. 

 

 

Responsibilities 

 
     
  • The CFO works closely with the President/CEO in assessing and evaluating the financial performance of the agency with regard to long-term operational goals, budgets/ forecasts and provides insight and recommendations for sustained success.
  •  
  • Is responsible for the operating plan (budget) and capital expenditure process, compilation, reporting and analysis. Assists Department Heads in the development of operating plans, and the CEO and Executive Leadership Team in the development of the total agency operating plan.
  •  
  • Administers and reviews all financial plans and budgets. Monitors progress and changes and keeps executive leadership team abreast of the agency’s financial status
  •  
  • Directs the operations of billing and revenue cycle team members to ensure that accounts receivable are collected timely. Strives to achieve goals for cash collections and AR days and to reduce bad debt and denials. Routinely reviews revenue cycle metrics to proactively identify and address issues affecting the overall performance of operations.

  • Responsible for treasury functions. Advises the CEO and Board of Directors on establishment and maintenance of bank and other accounts for depositing and holding of agency funds.

  • Responsible for the development, preparation, and distribution of reports to the Finance and Audit Committees, Executive Leadership Team, Department Heads, and Program Directors. Work with leadership on identifying any causes of significant variances and related corrective actions. Reports shall also be prepared in accordance with generally accepted accounting principles.

  • Responsible for the quality control of the Fiscal Operations and for ensuring compliance with all federal, state, and local laws and regulations as well as the overall goals of the agency.

  • Assists the CEO and the Board of Directors in the formulation of fiscal governance policies and assures compliance with these policies.
  •  
  • Develops and maintains financial management policies and procedures that align with the agency’s mission, ensuring compliance with all applicable accounting standards and best practices with respect to accounting for nonprofit organizations.
  •  
  • Oversees the operational and supervisory activities including all functions and supervisory personnel in the Accounting, Claims, Client Information Processing (Eligibility), Purchasing and Payroll Departments.
  •  
  • Develops, leads, manages and evaluates staff members, in relation to goal setting, team-building, providing feedback, setting professional development goals and completing thorough performance evaluations.

  • Creates and delivers monthly, quarterly and annual reports to management and the Board of Directors.
  •  
  • Interfaces with all internal and external auditors. Coordinates preparation for external audits and filing of Form 990 for AzCA and its Foundation, ensuring that AzCA is in compliance with all applicable GAAP accounting standards and best practices with respect to accounting for non-profits. Ensures all filing deadlines are met and appropriate documentation is maintained.

Minimum Qualifications 

 
     
  • Must be 21 years of age (licensing requirement).
  •  
  • Bachelor’s degree in Accounting or Business Administration from an accredited university or college.
  •  
  • Licensed Certified Public Accountant (CPA) preferred.
  •  
  • Minimum of 5 years’ experience as a Financial Officer with demonstrated leadership in operating plan, process compilation, reporting, and analysis; internal and external financial reporting, internal control framework, and contract negotiations, review and approval. Experience in a human services non-profit environment with behavioral health services strongly preferred.
  •  
  • Must lead with an inclusive leadership style; inspires an honest and integral working environment.
  •  
  • Possess a valid Arizona driver’s license and be insurable under the agency’s automobile policy.
  •  
  • Must be PC proficient and able to thrive in a fast-pace setting.
  •  
  • Extensive experience in a variety of large system accounting, Electronic Medical Record and payroll software systems; Serenic Navigator, ADP, Social Solutions, and Nextgen a plus.
  •  
  • Must have strong working experience with Microsoft Excel, and Word.
  •  
  • Must be able to provide DPS fingerprint clearance.
  •  
  • Must be able to meet training and agency compliance requirements for the position.
  •

Compensation/Benefits
Arizona’s Children Association offers a competitive salary and benefits package. This is a full-time, exempt position eligible for 403b, medical, dental, vision, life insurance, and short term/long term disability benefits.
